In response to the government’s increase of the Setting Up Home Allowance (SUHA) from £2,000 to £3,000 on 1st April 2023, a Freedom of Information (FOI) request revealed vast disparities in how this allowance is provided. The lack of clear national guidelines has left care leavers with inconsistent support, with some receiving as little as £1,500 while others benefit from nearly £3,500.

  • Over a quarter of local authorities have no written policy on the allowance.
  • One in ten authorities aren’t offering the full £3,000, despite the government mandate.
